RCRA Corrective Action
Managing Hazardous Waste from “Cradle to Grave”
BB&J has assisted manufacturing, electronics, and wood product sector clients to permit and close solid waste management units (SWMU) under federal and state-level Resource Conservation and Recovery Act (RCRA) programs. BB&J professionals have exceptional regulatory, permitting, and engineering qualifications relevant to RCRA-related projects in the following areas: (1) site investigations, (2) feasibility studies, (3) site closure, (4) permitting and regulatory compliance, and (5) remediation.
BB&J professionals have provided professional services to clients with RCRA-regulated facilities since RCRA was promulgated in 1976 and reauthorized in 1984. Many of these individuals have long-standing relationships with regulators forged through years of cooperative work on challenging projects.
Flexible Approaches to Solid Waste Management Unit Closure BB&J has considerable experience constructing and installing active and passive RCRA-compliant remediation systems, designing and executing RCRA monitoring programs, and characterizing and legally disposing of RCRA wastes.
On several projects, BB&J has successfully closed SWMUs to risk-based cleanup objectives by negotiating regulatory acceptance of existing engineered barriers (including buildings) as structures that would contain contamination or prevent leaching of waste to groundwater. Using engineered barriers can accelerate the time frame to achieve closure, thereby minimizing long-term costs associated with system operation and maintenance, and environmental monitoring. When necessary, BB&J has also used more active remedial technologies to meet closure requirements.
In addition, BB&J has used institutional controls to mitigate the extent of required remediation of soil and groundwater. These controls have included property deed restrictions of future land use, ordinances regulating future groundwater use, and maintenance of engineered control measures, such as caps.
